Since the 2018-19 season, the two highest placed (non-promoted) teams in the National League are eligible to play in the Scottish challenge cup. The two highest placed teams in the National League this season are Solihull and Wrexham. It's that simple.

Because Wrexham don't play in the Welsh league and Solihull isn't in Wales. But Wrexham is in Wales. And Welsh league champions TNS are from England

And Welsh league champions TNS are from England And Berwick Rangers who now play in the Scottish Lowland League are based in England, they were once in Scottish League Two.

From what I know, the car park is certainly England, and the registered club office (and therefore the actual physical location of the club) is also just in England - the rear of the east stand and the bar. But the rest of the ground is in Wales. So they actually play in Wales, but are an English club I believe!

Which ruins a perfectly good story that you can you can take a corner in one country and directly score in another...

If you go to the ground on Google Maps and zoom in, you can see the whole pitch and all the spectator areas are indeed on the Welsh side of the border.

And Welsh league champions TNS are from England Ah - that evens it out then. How? Sutton play in London. As do Tooting, Colliers Wood, Raynes Park Vale, Sutton Common Rovers and Carshalton. Does that mean they shouldn't be allowed to compete in the Surrey Senior Cup. Where a club plays is defined by the FA it is affiliated to. Hence why Cardiff, Swansea and Newport play in the English league system even though they are based in Wales. Do you get it now?

Jersey couldn't - it operates almost as a national side (the team we played in a friendly 4 years ago was a Jersey FA XI) and there are several clubs playing on the island. They couldn't "qualify" for this competition because Jersey isn't a club side that plays in or could possibly be promoted to any of the leagues whose teams are invited to this cup. Guernsey would need several promotions but the path is open to them! I think that's right anyway, happy to be corrected otherwise.
