That's basically cheating! I think the point Billy is making is that if the penalty is converted then the attacker who has infringed has not been able to influence the play - the ball has gone in directly. Conversely though if he follows in and converts a rebound from a save then that is a different matter altogether. Its a similar logic to not flagging for offside until an player actually becomes "active" and influences the attack.

Exactly.I think you will find that someone is encroaching (attacker or defender) on virtually every penalty kick that is taken.
If referees can turn a blind eye to the all in wrestling match that takes place every time the ball is delivered in to the box from corners and free kicks i'm sure they can do the same if someone has their big toe in the area while the penalty taker is comprehensively beating the goalkeeper.
