Has relegation being reduced to 3 teams from the National this season been confirmed? I’ve seen nothing about it. Surely this should have been sorted by now and announced?! (Perhaps it has and I’ve missed it!). Bury were expelled right at the beginning of the season.

As I understand it the future of Bury FC is still unresolved. The club does still exist although it has no income and is saddled with debt. I gather that there are potential purchasers. In the event that the club is bought before the summer, and its debts settled to some degree of satisfaction, then it's possible that a revived Bury FC would be treated as a club relegated from the EFL and accepted into the National League along with whichever club finishes bottom. There would then (other things being equal) be four clubs relegated from the NL as normal.
That may not be a very likely scenario, but the current situation is (at least in recent times) unprecedented and so uncertain. What looks more likely is that Bury FC is wound up and a new club (Bury AFC) starts in the NW Counties League. Alternatively, the existing club does survive in some shape or form but is placed in the NL North or Northern Premier League next season. In either of those scenarios it would be three down from the NL because only one club would drop down to our level.
We simply have to wait and see what transpires.

I would find it incredible if Bury were allowed in next season having not been a playing club in this current one.

I do think that it is very unfair on the clubs in the bottom half of the table that they don't know one way or another how many teams are going down this season. I'm sure that I read somewhere that the Torquay chariman is very unhappy about it as well. I suppose that you could reasonably argue that we should presume that 4 teams are going down - and if it turns out that only 3 go down that could be a bonus for someone (if it's Aldershot it would be the second year running).
I have every sympathy for Bury's supporters - but if the club gets back on it's feet, it should have to start up further down the pyramid than the National League (as AFC Bury are doing).

I don't think it's especially unfair. At the moment, it's 4 teams going down and will remain so until a meeting is had to discuss it. To be honest Aldershot are doing better this season than last even after they were relegated and saved after preparing for life in the division below.
Whatever ends up happening, every club should worry about what they are doing this season, especially if you occupy a relegation spot. However many go down will be irrelevant to most of the clubs in the division.
