Jack Goosens was an Alderman and I assume the gold chain is a chain o office so maybe it is him. Although his name sounds Dutch to me.

Well my final clue was going to be that his first names were John James, and that his father was Belgian, but Mark takes the prize. It is indeed John James (Jack) Goossens, 1880-1981, twice Mayor of Sutton and Cheam.
