I don't think developing the ground the way I describe would reduce capacity (it would possibly increase it) - more specifically it would both look great, serve current supporters well and enhance the match day (viewing) experience which in turn generates more interest and attracts new fans. GGL looked amazing when it was packed to the rafters that night on 20/2/17 but most of the time our good attendances aren't able to generate their noise and atmosphere potential.
On a completely different scale I know, but I think West Ham supporters are concerned that their stadium isn't football enough at present.

I occasionally stand over the Collingwood Road side of the ground, but the pitch seems so far away, I prefer to be nearer the action. Also although there is some cover most of the noise disappears into the open air. A more enclosed terracing would magnify the sound. That’s why behind the goals and the few noisy clapper brigade in the main stand are heard.
