Yes he can play. For the National league and the 4 leagues above the FA decides before the season starts which competitions qualify for suspensions. That is for matches that can be missed as part of the suspension and in which cautions accumulate towards suspension. It isn't that fact that this a SFA competition which rules it out - it is the fact that the (English) FA did not include it pre-season.
FYI the competitions affecting Sutton discipline as a group are VNL, FA Trophy, FA Cup only. Not the SSC.

The same every season. Iron Bru Cup is not an English FA comp, like UEFA comps don't cover a PL suspension. SSC is seen as a reserve comp for NL Division clubs as are all county cups.
