I understand that, while the government will provide a financial lifeline for 'elite' non-League clubs, they expect the Premier League to bale out EFL League One and Two clubs. Hence the pushback. All this makes the return of spectators to 'elite level' football grounds less likely in the foreseeable...

That piece rather pithily sums up why we need governments i.e. because when the free market is left to its own devices, it tends to result in some decidedly unpalatable outcomes e.g. lower league football going belly up. As I said before, things will get a whole lot worse unless and until the government intervenes. Finger wagging and lecturing premiership clubs about stepping up to the plate is just hot air. Fine words won't butter crumpets.
