I wonder if we would still participate in the SSC should we get promoted to the League at the end of the season.

Isn't there a fine of about £2,500 if a club refuses to participate?

I believe all clubs have to affiliate to a County FA. This allows them to play in FA competitions. By doing so they then are required to enter the County competition pertinent to the level they play at (this doesn't extend to Sunday football).
A set payment, depending on the level of the competition, can be paid to allow non participation.
Once a club reaches National League level (not North or South) the Senior County Cup becomes a reserve level competition and any yellow or red cards are recorded at that level and don't count towards first team suspension as discipline punishments are competition based. Misconduct, however, continues to count against any level.
The above was the case a few years back and I don't believe it has changed significantly in the interim.
