In circumstances such as these does the match still have to be officially called off by a local ref or does the club say theres no chance and thats it?

The rule is still that a referee's inspection is needed. However, when conditions are clearly so bad that games have no prospect of play leagues have been known to issue a general relaxation of this, common sense does get brought into play, but a club cannot simply say, "our pitch is unfit, no chance".

Which costs clubs unnecessary money! Combined Counties and Ryman calling off as of today!

And BSP games are starting to go to. Dartford v Braintree is off, Woking V Newport will be off if they can't get the snow off the pitch tomorrow morning.
